What would cause FC's to wait longer than ET's for orders? And while waiting what do you do? Temporary Assignment?

Isn't ATT school our "A" School (for us AECF's)? The way I'm reading the fact sheet it seems that ATT is 9 weeks, the there is the FC Strand at 12 weeks and ET Strand at 17 weeks. Do all AECF's go...

Some companies will rent to people even at 18. However, they pay a huge amount for the car. Typically someone over 25 will pay around 30-40 bucks a day for a car. An 18 year will be paying 65-100...
