Everyone gets Basic Pay. That is based on pay grade and time in service. Sea pay and sub pay are also based on pay grade but are also determined by your time on sea/sub duty. "Nuke Pay" is officially called Special Duty Assignment Pay (SDAP). SDAP is determined by your NEC and the billet you hold. There are 6 different levels of SDAP ranging from $50/month to $450/ month. Holder of basic nuclear operator NEC's assigned to a nuclear billet get $150/month if memory serves me correctly. If you have a supervisory nuclear NEC, you get $275/month. Instructors at A-School/NPS get $375/month and Prototype instructors get $450/month.

Enlistment Bonuses and Re-Enlistment bonuses change all of the time.

If you haven't joined yet and you want a bigger enlistment bonus (if your chosen rate offers one), try to get a ship date from November to May. Those are the months where bonuses are highest (Nobody wants to go to GL when it's cold!). Summer months have the lowest bonuses because that's usually when all of the recent high school grads ship. August -November is usually somewhere in the middle.

Re-enlistment bonuses are based on your rate and how bad the Navy need you to stay. Each rate is assigned a number based on it being a critical billet and that determines the award ceiling (max $$ amount for your bonus). Each rate is then assigned a number called a multiplier that is used in figuring your bonus. The basic formula for calculating a re-enlistment bonus is (base pay) X (multiplier) X (# of months Re-enlisting beyond EAOS/12). You will get penalized for re-enlisting more than 30 days prior to your EAOS. They essentially subtract the # of months you're re-enlisting early from the # of months beyond your EAOS. Like I said, the multiples change frequently and a message will be released when they do. As a nuke, you'll pretty much be able to max out your bonus no matter how early you re-enlist because the multiples are usually high. (Usually between 8 and 10, but I've seen as high as 12.)
