Whatever you'll feel you'll be happier in. Whatever rate you are now doesn't really have any bearing on if you can be an LN later on. I personally know folks that came out of places like Engineering rates that are now LN's.

Your rate now doesn't matter as much as your conduct and LN's availability will later on.

When eligible, you would talk to your commands career counselor. They'll help you get your package together and get it submitted.

Applicants must submit an Enlisted Personnel Action Request (NAVPERS 1306/7) to Navy Personnel Command (PERS 4811) via the Office of the Judge Advocate General (Code 004).

Once submitted, a screening and selection board consisting of current senior Legalmen, E7 and above, will review and take action based on the field of applicants they're given.
