Do you know what bases in general ET's and FC's can get stationed at? How likely is it that they could get San Diego, Pearl Harbor, Guam, Groton, Norfolk, Bangor, Kings Bay?

Anywhere there is a ship. Every ship has ET's and FC's. Groton, Bangor and Kings Bay are sub bases so highly doubtful you'd get orders there.
